Below are the most commonly overlooked rules of the Main Street Village Homeowners Association
Pets
Pet owners must immediately pick up solid waste from their pet on any common area or lot. The waste must be promptly disposed in the pet owner's suitable designated refuse container.
Pets may not be staked on the lot or common ground or to the building in any manner including but not limited to such devices as runs, leashes or pet stakes. Invisible fencing or other electronic devices are not permitted. Pets must be leashed at all times as required by law.
Exterior Modifications
Any modifications to the outside of your house must be approved by the Association's Board of Directors. An Architectural Changes Form must be filled out and mailed to the board through Shew Community Management.
Holiday Decor
All holiday decorations must be taken down by January 25th.
Vehicles & Parking
No automobile or other vehicle with expired tags, registration or state inspection sticker or which is inoperable, may be kept or stored anywhere on the property, except in a garage which is part of a unit.
Vehicles must be maintained so as not to damage the parking areas (i.e., leaking oil, gas, or other fluids)
All vehicles must be parked in garages, driveways, or designated parking areas. No parking on sidewalks, curbside or any other common areas.
Please be courteous and considerate of your neighbors. Whenever possible, and especially if your vehicle will be
unmoved for an extended period of time, please park your vehicle in your garage or driveway. This will help keep more parking spaces available for visitors.
Signs
Only one, temporary, un-illuminated sign, not exceeding 6 square feet (2’ x 3’), advertising the sale or lease of a specific unit, is permitted on the advertised property. This sign may remain on the property until a transaction on the property is completed.
Only one, temporary, un-illuminated sign, not exceeding 6 square feet (2’ x 3’), advertising an open house for a specific unit for sale or lease, is permitted on common ground within the Main Street Village property on the day of the open house. The open house sign may only be displayed on the day of the open house and must be removed immediately at the end of the open house.
Signs must not obstruct driveways, roadways, or sidewalks.
Renting a unit in Main Street Village
The Borough of Downingtown requires a valid rental property inspection and occupancy permit.
If you rent property in Main Street Village, please contact the Code Enforcement Officer for the Borough of Downingtown (610-269-0344) to obtain a rental property permit for each property you rent.
According to the Declaration of Covenants, Easements and Restrictions for Main Street Village, A Planned Community — Article VIII Prohibited Activities – Section 3. Other Restrictions – Paragraph (s):
No Owner may lease his lot until he has provided the Association with an executed copy of said proposed lease containing an endorsement in favor of the Association wherein the Lessor remains primarily responsible to the Association for performance of the obligations of the Owner under this Declaration including the payment of assessments. Any such proposed lease must be for the entire lot. Any Owner desiring to lease his lot shall give the Association written notice of his intention to lease, the name and address of the prospective tenant, the terms and conditions of such proposed lease, and such other information and documentation as the Association may reasonably require. Each such proposed lease must contain a provision obligating the prospective tenant to comply with all the terms, conditions and covenants of this Declaration and Bylaws. No lease shall be for a term of less than ninety (90) days unless written approval for a shorter term has been granted by the Association which approval may be withheld for any reason.

Selling a unit in Main Street Village
Owners (sellers) are required to obtain a 5407 certificate, once they enter an agreement of sale. The certificate can be ordered by the realtor and is obtained from:
